Sanctionable breaches for a given airport are defined in an order issued by the Civil Aviation Minister.

It details:
the identity of the aircraft owner or operator;
the place, date and time of the breach;
the identification of the aircraft;
the facts (nature and conditions of the breach).
For each report, a rapporteur keeps a file containing observations of the offender and documents to support findings (radar readings, message transcription, meteorological data, etc.).

The maximum fine is €1,500 for individuals and €12,000 for corporations (this amount was increased to €20,000 for breaches committed after April 21, 2005). The amount is set depending on circumstances and responsibilities of the airline.
For these reasons, ACNUSA can decide to not issue the fine during a plenary meeting.
