The members of the college

The term of office for members of the board, which is non-renewable and non-revocable, is six years. This duration ensures that qualified individuals collectively understand the issues, implement policy, and aim for tangible results. To guarantee necessary continuity, each member's term is renewed upon the expiration of their predecessor's term.

In accordance with Ordinance No. 2015-948 of July 31, 2015 (Article L. 6361-1 of the Transport Code), the college is strictly parity-based.

To ensure the independence and impartiality of the Authority's members with respect to the various interests they must consider, their mandate is incompatible with any professional activity or association responsibility related to airport operations, with any elected office, and with holding interests in any company in the aeronautical or airport sectors. Since the law of October 11, 2013, and its implementing decree of January 31, 2014, all members are required to declare their assets and interests to the High Authority for Transparency in Public Life (HATVP).

The ten members are chosen as follows:

• The president of the Authority is appointed by decree of the President of the Republic, after hearings by the sustainable development committees of the Senate and the National Assembly, which issue an opinion on the applications.
• two members are appointed respectively by the president of the Senate and the president of the National Assembly;
• three members are appointed in the Council of Ministers on the proposal of the minister in charge of the environment;
• a member is appointed in the Council of Ministers on the proposal of the Minister in charge of health;
• Three members are appointed in the Council of Ministers on the proposal of the Minister responsible for civil aviation.

President appointed by the President of the Republic

Pierre Monzani

By decree of the President of the Republic dated January 3, 2025, Mr. Pierre Monzani is appointed President of the Airport Noise Control Authority.

Pierre-Etienne Bisch

On December 14, 2024, the President of the Senate appointed Mr. Pierre-Etienne Bisch as a member of the Authority's board.

The President of the National Assembly appointed Mr. Philippe Yvin as a member of the Authority's board on March 18, 2024.
